Recently, I read another post saying that this feature had been nerfed - is this true....?
Military grade armor doens't increase hull hardness, that is fixed per ship. All it does is add additional hit points without using an internal slot.I don't think nerfed, but now with high-piercing weapons the overall "hitpoints" are less important than the hull hardness. So it's advisable to go for bulkheads upgrade first. Once You have a military grade armour, you can still greatly benefit from HRPs.

@OP; The 'nerf' to the HRPs is that missiles now take out external modules like weapons, utilities, and thrusters extremely efficiently, with HRPs providing no protection to them, as they just increase the overall hitpoint pool for the ship's hull.

I take it that it works both ways - ie if I install a missile launcher on my ship, I've got a chance of a lucky hit on an NPC Thrusters, etc ....?
