So twice today I've tried out the "Go hunt x amount of pirates over there" and every time I find one he's shown as clean. So I tried to go down into a resource extraction site and same thing. The system authority ships are blasting away at them, but they are still showing as clean. If I shoot or even kill one of the pirates near a system authority ship I become kill on sight to them. Not sure if this is "working as intended" or possibly a bug. Has anyone else had this happen to them?

Depends what system you're hunting in, if it's an anarchy, everyone will show as 'clean'. Have you got a KWS?
OK, well that might be it then. KWS is what you need to find out whether someone is wanted in systems other than the one you're currently in. And you need it to collect bounties if you're hunting in anarchy systems. Put it top of your shopping list.

You don't have to take missions to earn money bounty hunting. Try Res or Nav beacon in non anarchy systems and look for wanted targets.
Good luck. Bit of advice - take some of the Delivery/Courier and Fetch/Mercy missions from the Bulletin Boards. At the beginning you can make a few thousand quite quickly this way. Make sure you are able to jump to the destinations though. Use something like Thrudds trading tool (if you're ok with out of game tools) to find the cargo that the Fetch/Mercy missions ask for.
I love the trading tool! It was down for about an hour and I was a little stuck with out it to help me out. I've got my freewinder upgraded quite a bit. I can jump 12ly empty and everything (except for the bulkheads) are upgraded a few times. Picked up the 5kcr fuel scoop which helps me save a little bit of money.
And with a stroke of good luck I just got a kill worth 97kcr
