For a hybrid tank you can use reactive heavy duty deep plating and make the smallest HRP a thermal resist. Alternatively, you can use reflective armor engineered for kinetic resistance + force block. This biuld requires point defense but can work because missiles are not really used for hull depletion. The stacked HD HRP should still bring explosive resistance into the positives besides. Of course from a purely pragmatic standpoint, the slightly improved resistance but dramatic increased cost of either reactive or reflective would need to save your ship hundreds of times to recover its cost. I often use the cheaper mil grade armor because it keeps the rebuy down and frankly fights are seldom close enough for it to really matter. Organic pvp tends to be asymmetrical.
As for your question, many people wrongly believe thst "balanced" resistance is what you should strive for. Having no perceived weakness is why people recommend it but its not great advice.
