I have been doing the Hickam Survey grind and I was ranking up normally until I hit squire. Whenever I turn in an imperial navy mission now it just gives me credits but no increase in rank. Is this a server issue or do I need to complete more than one (I have completed about 15 runs at the squire level)?

Yeah, I'd say server issue. Try logging out and back in.
If it doesn't fix itself, file a bug report. It may be something that got broken by the Odyssey server update

In any case, all the missions you did should at least count towards your next rank after you manage to acquire this one.
I am grinding for the cutter so I will just keep doing rep missions. Hopefully by some miracle I will get rank when I turn them in. Thanks for the help!
