I found several last night using the method below. You can also farm manufacturing instructions and SDP. Boring but effective.

Thanks. I’m seeing lots of Manufacturing Instructions, Patrol Routes, and Ballistic Data using this method, but no Tactical Plans.

On foot missions have random rewards and aren't influenced by rep. Might just hop over to another system and check the boards there. It's always what you need that they aren't offering haha.

Yep, there were 3 missions offering it as a reward where I was.

Found one. SEC point. Inara really need to update their hints as they're based on misleading info - data is related to the Data Port type, not the building type
