You can oppose HIP 44811 in 2 ways..
1.Normal undermining. Fly to HIP, interdict Power-play faction ships in super-cruise, and destroy them for 30 merits a piece.
These ships are: Federal Agent, Utopian Overseer, Kumo Crew Watch, Alliance Enforcer, Sirius Security, Federal Supply
2. Go into one of the "Security Operations" that spawn near many of the planets in the system.The most efficient way is to go in a security op with a wing of 4. First thing to do is fly toward the planet so the fuzzball is behind you and well out of range (about 4-5k out). Go to your right control panel and under "Faction" select "System resistance". Begin flying toward the fuzzball.
Have your beefiest wing-mate selecting targets based off of "Highest Threat".. Every time you destroy a ship, he selects "highest threat" again, and all wing-mates select your wing leaders target. Focus these down until the majority of the ships in the Security OP's are friendly. Other enemies will spawn. Kill them as they do. You get 10 merits per kill.
Some tips:
-DO NOT jump to Ida Dhor to turn in your merits. Go farther away. There are sometimes enemy pilots in these systems ganking people turning in merits.
-GET A WING! Every ship you destroy in your wing essentially counts for 4x the amount, because EVERY pilot gets awarded 30 or 10 merits and they all count toward the opposition.
-We only need 1/2 of the merits Hudson needs, but we are currently behind by a few 100%, which means we have a lot of work to do to ensure this expansion DOES NOT GO THROUGH.
It is absolutely VITAL to our economy and ranking as a power that HIP 44811 DOES NOT SUCCEED TO EXPAND. If this expansion succeeds, it will do irreparable damage to our economy, and we will be forced to do a serious amount of controlled turmoil to recover and put ourselves in a more sustainable position.
