I can't buy Cobra MkVI

It is only available to PC players who purchased Horizons before February 5, 2016 (this also includes Lifetime Expansion Pass holders), and to Xbox One players who purchased the Horizons season pass before July 30, 2016. PS4 players will never get it. Maybe it didn't work for Steam purchases as I don't know. Others may know. It maybe worth sending a ticket to Frontier as to why you cannot purchase one. If you have access they are all over the place.

I have the right. I bought the game on Steam on Dec 16, 2015. The rule says that until February 5, 2016 players can buy a Cobra MkIV
You're lucky that you can't get one. They're rubbish.
