Horizons i didn't know npc's could land on planets

so i was flying around the surface of a planet in my new fighter and saw a big black thing on the surface. so i went to investigate and low and behold it's an npc landed on the surface. i've never seen an npc landed on the surface before, so it kind of blew my mind. this bring up other questions though:

why is he landed there?
will he eventually take off?
is there a little rover driving around that belongs to him?
 
Yes, I saw a fed navy ship, on a planet and not at a base. I was wanted for some skimmer related shenanigans, so I didn't get too close.
 
Seen a stack of them, usually security vessels, always in places no-one in their right mind would go, which is why I was there. Down a 5klm deep canyon sitting on a little ledge, yep, in the very centre of a featureless plain 1000klm across just sitting there, yep. I even got data from one of them (I wasn't wanted). I was exploring, what exactly was he doing? I couldn't ever imagine anyone else going that way for a few thousand years!
 
I found an Asp Scout at 50 meters from a crash site area (POI) while looking for the ancient ruins yesterday.

They have always had the ability to land on planets, but there has definitely been a marked increase in the number of them I have seen on the surface since the 2.2 Betas.
 
They are probably grabbing some Z's with their comms equipment and transponders turned off. Try not to wake them What really surprises me is when exploring out a fair distance from civilization, driving in an SRV, a random NPC vulture shows up and starts doing lazy circles of myself and my landed ship. Never actually did anything though. Just flew around.
