From the recent update, small guest buildings such as shops and bathrooms were updated to be placed and built instantly without any wait time. This I found to be rather helpful as they are minor buildings and the quick build time would allow players to better manage the park's aspects such as restrooms, shops, food etc.
However, I do not think the shelters should be built instantly. Shelters should be the exception since it is a security building to protect guests from danger, and simply place in a safe point instantly diminishes any sense of danger. Similar to how fences would take time to be built, security should require a bit more time to prepare in our parks.
I used to like how they took time to be built, I even think they took longer in JWE1, and this is so that the player has to plan ahead when placing security in their parks. It brought a strategic charm of planning ahead when housing more dangerous animals in the park. That way, if let's say a pack of raptors is to cause chaos after a storm hits the park, the player should have been more prepared and invested in some shelters before incubating the raptors to begin with.
