Usually you start the Launcher, then are asked to enter a code that has been emailed to you after logging into the game. I'm not sure how this works directly from steam though. I bought my copy from Fromtier and got a Steam Key and copied it to my Steam account:

Then go to Downloadable products>Partner Keys. (You may have to apply for one). I don't think this is what you're asking as you said you bought it from Steam. Have they sent you a validation/receipt of purchase email?
That doesn't work for Steam products now - there is now no CD Key with it and the Frontier Store-bought version method you list will not work for a Steam Purchase.
I downloaded the game on steam for $29.99 and when I made my own account but when i try to sign in it tells me "Please Purchase/Redeem Elite Dangerous to continue." But I cannot find any keys anywhere and have no other ideas on what to do. Someone please reply if they know the issue
