Where is it from?
I found it looking for ED fanart. It's by an artist called Ben Andrews and it's titled concept art, so I think he is/was a Frontier artist.

Wasn't really looking for a discussion around what it is, what it might be etc. I just know that I love the design, and I want it.
It does look very, very similar I'll admit. It's different enough that I want it, perhaps as an Imperial trader along the T7 size?
However, as Mrsanders (Mrs Anders? Mr Sanders?) has pointed out, it's already been discussed. So if a wandering mod manages to trip up a flight of stairs and ends up in here, please lock/merge.

If you'd all take the time to look up the ED ship concept art you'll notice that the concept designs are far more aesthetically pleasing than the ones that actually made it into the game.

Your right, the nacelle support pylons are one of the differences I notice. Haven't flown mine in a while, currently infatuated with the Imperial Eagle I bought on a whim last weekend.
There needs to be a medium-sized Imperial ship, something between the Courier and Clipper. This design, with sufficient tweaks to further differentiate it from the Courier, would be great for that.
Hopefully an Imperial Exploration ship that can use SLF as well.
