My hammond lab is saying there no power too it yet I have a sub station next too it and when i check my power station it is saying there 11 unused power

The Hammond creation lab needs 10 power but if you have added any upgrades it will need 2 additional power per upgrade.
I see that you have added three upgrades so that's why it cannot be powered up with 11 unused power.
You need a second power station.

Also, make sure you aren't running it on a split power grid.
