(Found this random NPC hogging my pad when I got into the station. They weren't in any hurry to go anywhere, and the station didn't seem to want to shoot them for loitering. I eventually gave up, left, and requested docking permission again, which got me assigned to a different pad. Maybe we need station traffic wardens to leave tickets on these people's cockpits)

Now you mention it, maybe I should've tried landing just for a laugh. Wonder if I'd have been able to get close enough for the "docking successful" announcement to kick in?
