A workaround I have used is to bring up the COMM chatter. That will make the left/right hand panel disappear so I can RELAX and have a look around without my heart stopping and me almost puking (yes I've played Elite THAT much). It has started to get on my nerves. I'm playing many hours every day in the DK2 and I wish it was possible to bring up the left/right panels with buttons ONLY. Is that possible somehow?
I hate the left/right panel always popping up. Can it be turned off?

Nope, like you I bring up the comms panel if I am just cruising around looking at scenery. Would be nice to have a toggle switch for the auto popups.
Let's jsut put it right: That feature in principe is awesome.
It's one of the rare features they implemented for VR only (the popup on look) and that should be honored.
However it needs polishment, it should become more comfortable and easier to control.
Sometimes it's anoying to have them pop up, sometimes it's anoying that they pop away while you look at em.
They stopped VR development in mid beta, I doubt we get a fix.

Huh? They fixed the thing where it disappeared when you lean in, at least!
If you use the key bindings for left/right panel while using the rift, it will still enable the screens even if you're not looking at them, which can be used to work around any disappearing issues you may have.
It would be nice to have an option to disable the looking triggering the screens though.

There is a work around, UI Focus + Up (Comm's panel active) Gives focus to the comm's panel and prevents the two side panels popping up.. Tap UI Focus to return normal control etc.. I use this when I am sight seeing etc..

On a HOTAS the default bind for UI Focus is the pinky switch, with UI Focus Mode set to Hold. With it set that way you can just hold in the pinky switch to disable the popup while you look around, and let go to restore it. Saves having to worry about loss of control function with the Comms up.
What I do seems to sort the problem for the most part but it is not ideal.
I simply drop my seat down to below where I would normally have it and then reset the Oculus field of view. I then raise my seat back up to the proper height. The difference is small but it does have the benefit that I can now look left/right and not get the UI panels to pop up. When I want to see them I need to look left/right and down slightly.
