I feel like everyone can farm NPC's to make ELITE. Why not make it so you can make to DEADLY rank by farming NPC's, but to make ELITE you have to make a set number of player bounties to EARN the rank of ELITE.

Give players the CHOICE - they will rejoice.
Force/limit players - they will complain.

I'm combat rank Deadly, so in order to progress to Elite, I need to now kill CMDRs...
Ok. How many are we talking here? 10, 20? 200? 20,000?
I've only ever killed 1 other CMDR, and that was when I was in a wing defending Eravate. And I only got a couple of shots in. Lol
Besides, first thing that would happen...
Farming.
I'll hop on my freewinder, and let another CMDR murder me repeatedly until they rank up. Then I'll do the same to them.
It's still not a meaningful rank. Lol
For it to be meaningful, it needs to move both ways.
If you die in combat*, it drops, if you win, it goes up.
Done!
I'd still be rank Deadly, because I haven't died in PvE in years, except for being completely ridiculous. (I did a surface assault in a shieldless, weaponless DBX, and very quickly got shot down by the defences, because I parked right next to them...)
*This is so you can canyon race and do other silly things without effecting your combat rank

Solo, private aren't simulators.OK Ziggy that is fine then you earned Dangerous for combat. Elite should be held for people who are the best of the best. No one in any real military makes ace pilot in a simulator.

Na, make it so that killing other commanders LOWERS you combat ranking.
... this is not Mobius's game. This is Elite Dangerous...
As a rough estimate you need approximately 2,400 Deadly or above Kills to progress from Deadly to Elite...
Which brings to mind...two immediate points
1) Where on earth are you going to Find THAT many PVP Encounters...and how long will THAT take...
2) After a very very short period ((AKA "The Happy Time") EVERY SINGLE Trader/Explorer and many low-ranked/new starter PVE Combat Player will get heartily sick and tired of being hunted down repeatedly for Ranking purposes...and decamp instantly and permanently to Mobious and/or Solo...leaving Open a tumbleweed...
I DON'T disagree that NPCs are far too easy...but a better solution would be for Frontier to beef up the Enemy AI so Player vs AI was an actual challenge that you could (frequently) lose...
