I’m sure demanding things on the internet has a direct effect on the game.
Its broken AF. Only low CZs and no counter on the engineer panel to keep track of those things in Odyssey.

Take a look at the stats page in the codex for example. Ever tried to differentiate ground from space combat?
To top it all of every completed low cz we did, was counting for 3 played cz... The system is utterly broken. Please hire some more coders who know how to display statistics and code a clean base in general.

For the sake of objectivity, is there anything in the game that says it requires the CZ's to be low intensity?

No, people have to find that out for themselves. On my main account I did 10 whatever, and did not get an invite as well. When I tried to do 10 low, I got an invite after the 7th.
On my 2nd account I got an invite after the 10th low straight await.
This game is a god damn mess, and it baffles me people are still white knighting this
