A frequent complaint about Elite is that it has shallow depth, and very little "emergent gameplay". Obsidian Ant did an excellent video about "emergent gameplay", and defining it (look it up) in online games.
I have found a form of emergent gameplay, that meets all of the criteria for the definition.
The answer is very simple, and the best news is that, while it is still in beta (and has been for a lifetime), it is very simple to purchase and implement. And anybody can mod it to their satisfaction.
