I have got to be missing something, there has got to be an uncolonized system less than 4200 LYs away from Namnetes which is close to Shinrarta Dezhra

No matter how many bodies I add at the Spanch app and put in 0 population the closest system I get is 4200 light years away.

I found a system 10 LYs from Namnetes using the colonization map in the galaxy map but it has zero planets so I do not want to colonize it. What am I missing. There is no way there are no uncolonized systems in the bubble. If there is none I have over 4k units of CMM Composites I will give to a commander as I am not about to jump my FC 9 times to go colonize a system when I am also doing CGs.

There certainly should be something closer. I'm not familiar with spanch but is there something in particular you are looking for in a system. If not it doesn't take too long to go into the galmap -> colonization tab -> filter out everything except colonizable systems and scroll around the map for a little bit.

There are thousands of systems but your post lacks the details to figure out why you're not getting results.
I set the filters to
Bodies 15+ .
pop 0 . this isn't perfect but it works well enough.
distance 500ly
Reference system ShinDez

That gave me 10k+. It can be further refined but they're out there but you're looking at a bit of a trek because the cool systems near there are long gone and the empty ones are dead systems.

I figured it out, Iwas mainly using Spansch and did not realize I had to hit the arrow to change it from LS to LY, so I was looking at LS thinking it was LY lol. I finally found a system with some planets and ringed planets to claim.
