Powerplay I have often wondered....PP defence rewards

I've certainly mentioned this before,
and various people at one time or another have commented on the idea in different threads, but it just struck me that I've never seen an 'official' reason for something that seems, to me, nonsensical - so can anyone tell me why PP works this way, or point me to a thread where the Devs explain this is a dumb idea, or something - because if it ISN'T a dumb idea I don't really understand why it works this way, and why nobody is suggesting it become 'a thing' in some future patch.

ie

Your home system is full of enemy PvPers, and there's also a fairly constant spawn of NPC opposition....but all you get for defending your home system is 200 CR.

Surely it makes sense to reward people for defending their own space - so there ought to be PP merits for killing enemy power ships in your own control systems, just as you get that for killing them in their own systems. I would also think the NPCs should either spawn at similar rates whilst playing home or away, or the merit payment for defending should be increased to allow comparable earnings per hour played.

Apart from any other consideration this would then help mitigate against the current imbalance, where enemy PvP ships have a pretty easy run against friendly freighters whilst doing things like fortification, and might then encourage people out of solo into open....there is currently NO incentive at all to play in open unless in a PvP geared ship, unless you're a masochist who likes paying out insurance claims.

Then maybe we wouldn't need an open bonus....

Yes, but only if it counted as fortificating the system. And standard fortification (hauling) was buffed (as currently it's too hungry for your wallet and not attractive/worth).
