I just had this super cool idea!

Stay in the POI a little bit longer.
If no NPC are there already, they will pop eventually.
Right. So here I am, landing at a POI. There are a few locked chests, and three locked buildings. I plunder the first after cutting the lock, return to the SRV and dump my loot. I plunder the second after cutting the lock, return to the SRV and dump my loot. I plunder the third after cutting the lock, return to the SRV and dump my loot. Now I e-breach the two chests, return to the SRV to dump the stuff.

And now you tell me I am supposed to just hang around even longer, hoping that maybe eventually the game decides I can use a challenge? How is this anything other than absurd? This is really the only game where people bend over backwards trying to justify why the game fails to reliably provide even the most basic elements of what constitutes a proper gaming experience.
 
You know how when you surface scan a planet you get to see this POI? Like, [Minor wreckage (Threat 2)]? I already like that super much, I've just done a bunch of these for a few hours (online meetings, yay!). But there never was any actual threat so I was thinking about how it could be made cooler. Now I am not a professional game designer, so maybe it dont make any sense or something, but what if the 'threat 2' bit somehow was related to the threat you'd find there? So for example the bigger the number, the bigger the threat? I am not a native speaker, so maybe I cant get it across very well, but what if the threat level somehow was indicative of, how shall I put it, the level of the threat?

Let me give you an example. Suppose it was 'threat 0'. Zero is a very small number. Its smaller than all the other threat numbers even! So what if 'Threat 0' would mean 'no threat'? And then the bigger numbers would mean 'bigger threat'? So 'threat 1' would have a mean guy with a gun, and 'threat 2' would have two mean guys with a gun! Or one mean guy with a bigger gun. I dunno. But like scarier than the first one. But not as scary as threat 3, that would have three meanies with guns. Or two meanies plus one with a bigger gun. Or just one guy with a huuuuge gun. Or a woman, that is also cool.

Dont get me wrong, I think it is awesome that the devs have managed to add a number there, and it even changes. Sometimes it is a 0, but some other times it is 1. Or 2. Or 3! Thats wicked! I just thought it'd be neat if the number means something. I have tons of other ideas, but thought I'd post this one first. :)
I like your presentation style, OP. I have observed that the threat rating just seems to mean how tough the potential threat is, but not whether it will actually be there or not :) I've seen Threat 3 and 4 where the baddies never arrive. I've seen the same where they were already present when I arrive, and I've also seen them drop in while I was there. Incidentally the same thing happens with Settlements depending on the mission type. I've also noticed that on Threat 2 or lower they almost never appear, in fact can't think of a time where Threat 2 actually had bad guys in it. So yeah it feels like a bit of general rules with a lot of RNG in terms of probability that the threat shows up.

Yes, you are right.
Sometimes they dont show at all.
Sometimes they are there already
Sometime they show in really bad moments...

Once they showed as i was taking off... and got that itch to kill their drop ship.
And i did it. And got a bounty and 1 notoriety. 😂

Even tho the grunts being dropped were wanted, their dropship wasn't

So, i'm not sure i want them to be there 100%
TBH, I'd rather have it as a surprise. Makes it a bit more entertaining.
But that's just me.
 
What if Threat Level just meant the number of clips you go through per enemy...

So many bugs, so many broken mechanisms in this game...just had a run of 3 days of nonstop janky, sputtering, backfiring, squeaky, clunky, and overall hoopty gameplay that legit made me want to drive the damn thing off a cliff.

I'm not sure that having the threat level indicate the level of the threat would be putting any dangerous in Elite Dangerous though. Maybe?
