I keep getting the error Unhandled Error Starting Application: 1450

I keep getting the error Unhandled Error Starting Application: 1450 and the game will not load! I haven't been able to play since update 13! Please help if you can.

suggestions
(a pc reboot can work wonders)
use the log of machine function in the launcher options and the file validator too or if bought from steam try the steam library page game icon properties for file integrity checking etc
