I know FDEV won't

BGS keeps me active (until the tick mysteriously stopped 3 days ago), for me it's the most addictive part of the game and the reason why I still pump hours into this game.
Odyssey didn't come to console simply because they couldn't get it to work. At the time, it was barely functioning on pc, the conclusion of the Azimuth Saga meant they had to go into the Thargoid War and they'd been holding back for far too long with the storyline to keep trying to get Odyssey onto Console.

Let's remember, we all played for years anyway with no GalNet until one day storylines started appearing again. Aside from new ships, there really is no reason for anyone not to play this game on Console. (unless the tick never starts up again)
 
They would have to release EDO as a separate game instead of a DLC (thereby losing sales for the base game and even obsoleting it) because a DLC for a game that was released for last gen may not require next gen and must be compatible with last gen.

It is not an excuse. Neither Sony nor Microsoft would have allowed the release of a PS 5 / XB S/X only DLC for a PS4 / XB1 game.
Cyberpunk 2077 was originally released for Xbox One and PS4, and when Phantom Liberty (which is a DLC) came out, it was only made available for next gen consoles. Cyberpunk 2077 2.0 is not considered as a new, separate game, but only a patch, simply available exclusively for new consoles. Clearly, doing the same in EDO's case wouldn't be an issue with Microsoft and Sony, FDev just didn't want to bother even trying.
