no, not on gimbals
but on my T9 it had an overly dramatic impact on how much ship scan data i can gather in supercruise, without having to turn my canopy into the direction of the selected ship.
if i get this right, 90° scan angle means that you can resolve targets left and right of your ship.

Not disagreeing outright, but I'm gonna ask you if you're sure...I 'think' my long range modded sensors reduce gimbal arc compared to sensors I haven't modded at all...I might be wrong...
As for the arc, the default pov in Elite is 95* right (or thereabouts, someone correct me if I'm wrong)? So logically it means you can scan anything you can see on screen, wherever it is on screen.
