I NEED HELP! About Powerplay Recover Data Mission

I encountered an unsolvable issue while completing this mission. The task requires me to collect research and industrial data from a settlement in System A and deliver it to the Power Contact in System B. I followed the instructions and obtained the data, but when I tried to submit it, the system kept showing "Out of Range."


Could anyone please explain what is causing this issue?

Often it tells you to kill enemy ships in a certain system, one that is far from the "front lines" and it's current status won't enable the right POIs to spawn or to hack holoscreens in one of your powers acquired / fortified/stronghold systems and it no screens have been hacked do you can't complete the task.
