I need this material to advance the engineer level, but I didn't understand where to find it.

It's also worth signing up for an account and have it sync what data / mats you already have, will help with planning out what other mats you need for engineering.

Go to the site of Jameson's Crashed Cobra - park your SRV in the damage trench so that all 4 comms points are in range (less than 50m) - scan all 4 with your data link scanner - exit to menu - restart game scan all 4 - repeat until you are full of Adaptive Emissions Capture and Atypical Emission Archives (doesn't take long and you get some other data with those) - fly to encoded mat trader - swap shop for all your data needs.
