How many genetic modifications have you applied and how complete is the dinos genome? More modifications lowers the viability and the closer to 100% genome the higher the viability.

You can also install the viability modification to the building.

Do you have a lot of genetic modifications applied to your T. rex? That will lower the viability of the dinosaur when you bioengineer it. Installing a viability modification or two on the Hammond Creation Lab will improve viability.

This is likely why then. Modifications generally lower the viability. You can see it in the stats when you choose them.
