It's a rare commodity, so probably not available in such a 'big' quantity in one time. I mean that you'll probably have to make several runs to let the station resupply in between. BTW : available at Zhen Dock in the Xihe system...

Anyway, pirating those might be funnier than standard trading runs

Definitely not a bug, the respective system simply has to be in boom for giving markedly higher quantities of the rare goods. E.g.: Kongga in a "none" state sells a maximum of 4 Kongga Ale at a time. You have to donate 25 of these units to this addicted female engineer at Shinrarta Dezhra whose name I've forgotten. If Kongga is in "boom" sate, you can get 24 (sic!) units at a time.
