these are called Anamorphosis Paintings and they are nothing new they've been around for centuries, in the 1750's for example this was a way of showing support for the Jacobite Bonnie prince charlie when all propaganda was banned a small portrait painted just like this would be placed in the middle and if your friend was who he said he was he would produce the bar and you could talk 'rebellious deeds' so to speak. Its a very clever way of painting though and I would love to know who 1st thought it would be a good idea........

I wonder if they painted them with that tube there as a reference point (so they could see what they are creating), or if they used some sort of a clever mirror technique to project that image onto the canvas and then painted over the projection...

I don't think doing something like that would be that hard to do.. I can think of a few ways of doing it.

One idea draw a regular picture on paper. put it around a clear tube. Put a light source in it. Then the image it reflected onto the Canvas or Paper and draw that out. others suggested Projectors. My idea have a picture. Put the a mirror tube in the center of the Canvas. By looking at the Photo, Picture or subject then then look at the Mirror you can get a idea where on the Canvas would be the face. It would be hard but could be done. My guess you would have a lot of outline drawing before painting the picture it self.
