If you are talking about being listed at a particular station or outpost then it is only listed if that place has some to sell or wants to buy some. If a place does not have any to sell or does not want to buy some then it is not listed in the commodities market, anyway that is the way it use to be.
It's mainly economy dependent.
You won't find a refinery selling meds, but you'll find them selling metals. Agricultural will have foods, etc.
I believe you want to look at high-tech systems for meds. But it doesn't guarantee every one will have them. Use the trade data from the gal-map to see who's exporting them near you.

The market will also show any legal commodities you are carrying.
I've just started doing some trading recently, mainly because I just bought a T9.
One thing I look for to find a good route is to look for systems in outbreak or famine, then fine a nearby system that supplies food or meds.
I can make 3mil for a hold full of meds to an outbreak system.
Forget how much food->famine yields were, but I remember shipping the meds being more lucrative.
