I Thought They Fixed the Bounties Bug? I'm Not Getting Any Credits for Killing Wanted

Last time this occurred powering down cargo scanner (or removing it) helped a bit.

I figured that out too and tested it. I sold the cargo scanner.

I noticed the other day that I had collected a fair sized loan debt from a few crashes and rebuying my ship and I was wondering if a few of the missing bounties payments are actually being siphoned off to pay the fees of the loans. because after a little while of collecting bounties here and there, all the bountry payments started to be collected in full again.
