How long before it goes bankrupt? How long before it capitulates?
They only have two halves left.
It says in the manual that the severed parts are surrendering.
Surrounded parts will have a marker on them that shows they are an island. There has been an update recently that makes certain map edges supply lines which means that surrounding paris won't cut them off from supply because they're being supplied from off map Dijon or something. Same story on the central side.

As for how long until their bankrupt. Losing territories doesn't cost a faction any money, so they will only lose money if an army is encircled and then its a question of how much they would of lost if every unit there was destroyed in a normal battle.

Regarding time until capitulation, I think you lose about 20 national will per territory lost and I think you also suffer a bigger penalty if you lose a lot in a short time as well. So if you completely cut off supply routes, you will only have to wait 3 turns. maybe 4 at most to win.
