There's two things that drive me to the conclusion, that there willbe capital ships in player hands eventually. Firstly - the playerbase usually isn't too fond of noteworthy equipment being NPC-only. one of the first things Freelancer modders did was making all the spaceworthy ships in the game, available to players. Secondly - FD's own words about "executive control".
I mean, it's fine if big warships require a minimum skeleton crew of actual humans, it's understandable, that those ships should be very difficult to obtain, operate and maintain. I say, that it'd all be worth the effort. Having a cap for a clan baseship is how I imagine successful wings to move around.
