I want to build a park inside a city. But, I can't because it's not an option. so im asking you to make a new area, there is a city.

you can go look att Tivoli Copenhagen, some thing like that...

a new (free) biome was added to the game with the Ghostbusters DLC, with a city in the background.

Frontier has said before that developing a biome takes a lot of effort and since the game has already been out for 3 years, I wouldn't really expect completely new surroundings anymore.

But I like your idea though, could be a nice change of scenery!

I wanted a beach biome with water on one side but we never got it. Or a completely flat biome without hills in the uneditable part. The grassland has the least amount of high hills at the border with the skirt, so when you make a flat park there’s only a small cliff at the one end, you can use the terrain tool to make a sloping hill there.
