It will tell you who does what, how to unlock them and which materials you're going to need.

Short answer is yes, Tod "The Blaster" McQuinn can upgrade your multi-cannon up to Grade 5. and hes is one of the starting engineers.

1. To get an invite in order to meet with him earn more than 15 bounty vouchers.
2. To unlock him as a resource and begin engineering provide 100,000 credits worth of bounty vouchers to his station Trophy Camp.
3. To preform the engineering grind for the rest of your life obtaining materials found in various (not always intuitive) locations around the galaxy.
