It is a title they aren’t supposed to be as long as the post, just a clue to what the thread was supposed to be about when it was started.

My limited understanding is that PayPal don’t comply with some UK regulations so some UK companies like FDev stopped using them.

Yes, you can buy ARX on the Steam store page with Paypal.
