Powerplay I would like to be a better Power Play player.

I joined Aisling Duval 4 weeks ago, this is what I understand so far on how to play PP.

1. Fortify systems with the highest upkeep until they hit their trigger points and then move on to the next.
2. Prioritize systems that are being undermined.
3.when prepping look for systems that have high profit and a gov type we are the strongest against, and as near to the capital we can get.

I have seen something Called CC overheads. this seems to be our biggest expense but after reading through forums and searching online I can't seem to get any idea how this is works\calculated.

the overhead information doesn't seem to appear in the Galmap(unless I am some how missing it), I did see some arcane formula on one page and it gave the impression that the profit shown in the GALMAP isn't actually the true cost, which made no sense.

I would like to be a better Powerplay player, any suggestions. So far I have just been fortifying system that haven't hit their trigger point, as this seems to be the most useful at the present time.
