Here follows the report of Cmdr Stateira "Star" Eleshenar to Red Comet Squadron regarding the character and agenda of the Galactic Powers.

President Zachary Hudson (Federation)

Idleness is the rot lurking in our great society.”

All cunning and no wisdom, Zachary Hudson is the greatest threat to the security of the Federation and Humanity as a whole. A firm believer in brute force to solve problems, he has already pointed the finger at the Empire for the unexpected death of Jasmina Halsey, despite lacking any evidence to support the presumed motive. Hudson has already shown signs of leading the Federation into a disastrous war with the Empire. By numbers the Federation hold the advantage, but a slugfest between these two superpowers would undoubtedly come at great cost of lives and weaken Humanity as a whole across inhabited space. Unwilling to compromise, set in his course and unchangeable in his opinions, Hudson is for now popular with those who viewed Halsey’s willingness to compromise as vacillating, and who now wish to see a stronger hand on the flight stick of the Federation, and Hudson promises a decisive confrontation with the Empire, potentially putting an end to centuries of rivalry. However, the cost of such an action must be considered, not least that it could make a newly enlarged Federation vulnerable to the predations of intelligent extra-terrestrial life such as the Thargoids. What is most concerning about Zachary Hudson is his intractability and his indoctrinated conservatism. This is a man who will not adapt when adaptability to changing circumstances is needed, nor does he have the inventiveness or open-mindedness to consider other solutions outside of his standard brute force ethos. The care he would take for his people is highly questionable, since his views allow no room for tolerance: if you do not share Zachary Hudson’s opinions about government and society, you are part of the problem in his eyes. The rampant commercialism and corporatism in the Federation is not something Zachary Hudson has any interest in curbing, since it has made the government rich, but this has come at the expense of a growing gap between rich and poor in society, and what some decry as an aggressive invasiveness into private lives.

In the view of Commander Stateira Eleshenar, this man is best used as a hammer: a blunt force trauma tool that is only useful in certain situations. He could’ve best served the Federation as a mid-ranking field officer in command of soldiers, not as President.

Shadow President Felicia Winters (Federation)

Our society can only become stronger by lifting those at the bottom, not pushing them deeper.”

Conversely, Felicia Winters, former Secretary of State under Halsey’s administration, is currently positioned as the Federation’s greatest hope. Standing on a liberal platform, Winters is a cautious and considered thinker, preferring to make judgments based on hard evidence than leaping ahead to conclusions without firm foundation. Her thoughtful approach takes into account the concerns and impact of many varying groups and their changing objectives, and aims towards the best outcome for as many as possible. Having done extensive work in the community prior to attaining public office, Winters was appointed by Halsey to the role of Secretary of State because of her eminent suitability in that position, her diplomacy and ability to see multiple angles being a vital asset in such a role. Winters openly aims to close the gap between the richest and poorest in Federal society, clamping down on the sad truth that some of the poorest end up enslaved on the fringes of Federal space, this move is being opposed by some politicians including Zachary Hudson, who fear the consequences of a reduced government budget if the rich corporations are alienated. Nevertheless, Winters’ goal would see inequity reduced and an overall higher standard of living that even the lowest amongst society could expect. Felicia Winters gives every appearance of wishing to avoid a full scale war against the Empire, and will likely seek to promote and improve diplomatic relations with the Empire, whilst attracting immigrants to the Federation by making the Federation a more attractive prospect to live in. Winters’ tolerance, open-mindedness, and sense of fairness attract a good deal of support, but there are those who fear that policies based on this ethos will lead to an overwhelming influx of immigration, reduced Federal budget, and an erosion of Federal values.

In the view of Commander Stateira Eleshenar, Felicia Winters is the obvious choice for those looking to reform the inequities and worst excesses of the Federation, and who want to see the Federation move into a more reasoned, fair form of government. For those who feel affinity with the basic principles of the Federation – freedom, protection, power – but who feel uncomfortable with the Federation’s commercialism, ill-considered use of force, and the dark underside of slavery flourishing at its fringes, Felicia Winters is the best hope to steer the Federation in a better direction.

Senator Arissa Lavigny (Empire)

It is time we woke up and delivered justice.”

Arissa Lavigny is a woman who plays her cards close. Thus far she will not be drawn on her principles, beliefs, and ethos, sticking to a series of carefully prepared and narrow statements about the pursuit of justice and the maintenance of the status quo. This is a very clever play, as Lavigny is able to come across as all things to all people. In the minds of potential recruits she stands for whatever they want her to stand for. Her only definitive policy has been to deliver more justice than was delivered previously: a very generic policy that in principle is one that people of all viewpoints can agree on (unless they’re anarchists or sociopaths). Without Arissa Lavigny having made clear her position, it is difficult to know exactly what her ethos is. She may be considered a clever woman for playing her cards so close. Certainly, there is a strong possibility that she may have engineered the “assassination attempt” on the Emperor herself. With the Emperor in a coma and undoubtedly in the last weeks of his life, Princess Aisling Duval, Senator Zemina Torval, and Senator Denton Patreus – Arissa’s rivals for the throne – have no need to play such a move when the outcome is inevitable and, if discovered, their cause could be ruined. On the other hand, Arissa has both the intelligence to think of such a scheme, and motivation to implement it: faking an assassination attempt curries sympathy for Lavigny as the Emperor’s beloved daughter, and presents the perfect opportunity to frame a rival. Whether such a level of intelligence is admirable, or casts serious doubt on Arissa’s trustworthiness, is down to each individual to decide. Such an act is completely in keeping with Arissa Lavigny’s character, as she has already proven herself willing to arm independent rebels to fight against Imperial forces, under the guise of humanitarian aid. This is widely condemned by all humanitarian organisations across the board, since it puts genuine aid under future suspicion and at risk of being targeted in conflicts, leaving those in need without any mutually agreed safe haven or basic compassionate aid. It is clear that Arissa supports a bloodline succession for the Empire and has no qualms about presenting herself as the future Empress. The question of her own heir remains uncertain, as the 53 year old Arissa’s capability to produce a bloodline heir is unclear, although there is the possibility that steps were taken decades ago to ensure that this would still be possible. As she has positioned herself as a traditionalist, there has never been any suggestion also that Lavigny will not continue the practice of Imperial Slavery in the Empire.

In the view of Commander Stateira Eleshenar, Arissa Lavigny currently stands as one of the strongest candidates for the throne. An obvious blood connection in an existing system of blood inheritance curries her much support from amongst the Imperial citizenry, and her intelligence certainly recommends her. However, she may be playing the game too well, as what exactly she stands for is still unclear to those with enquiring minds for whom a leader’s principles and ethos are the most important considerations in deciding whether to pledge allegiance. In addition, there is evidence of highly questionable covert tactics being used by Arissa Lavigny, and definite motive for further covert activities that have yet to be proven. Anyone considering pledging to Arissa Lavigny must resolve the primary struggle of her intelligence and competence balanced against her calculated secrecy and covert tactics.

Senator Zemina Torval (Empire)

We should honour our traditions, but not blindly. Just because we keep doing a thing doesn’t make it the right thing to do.”

Senator Zemina Torval has quietly and unobtrusively positioned herself as one of the Empire’s key players. The fact that she has managed to do so almost entirely unnoticed, whilst commentators focus on her rivals Arissa Lavigny, Aisling Duval, and Denton Patreus, has hugely significant implications about the canniness of this woman and her use of covert tactics. With a long career in politics already behind her, Zemina Torval likely knows better than most the intricacies and subtleties of Imperial politics, and it would not be a surprise if she has built up a covert network of hidden agents to increase her position and undermine her rivals. This is a woman worth watching, lest, if you take your eye off her, you find that she has neatly taken over all that you knew. Zemina Torval has made the vast majority of her wealth through long-term investment in the Imperial slave trade, sourcing new slaves, selling, buying, and selling at a profit, and is one of the largest figures in the trade. This is viewed as acceptable and praiseworthy amongst Imperial conservatives, though the modern mood of the populace has seen a growing appetite for the anti-slavery movement. The compromise position between the two extremes is a call for greater investigation and regulation of the trade, since it is rumoured that at the Imperial fringe horrific abuses are going on unseen in the Capital. Whether Zemina Torval would support such reform, or be content to ignore the problem, remains to be seen. That said, despite her strongly traditionalist position, on which she has built her power, Zemina Torval has displayed remarkable intelligence, commenting on the necessity of abandoning traditions that are no longer useful. This speaks of her intelligence and indicates that she is not a blind conservative after the model of Zachary Hudson of the Federation. She has also come out in favour of abolishing bloodline succession in favour of meritocratic succession for the best future of the Empire, and recognised the importance of popularity amongst the citizenry. Thus far she has not openly made a personal bid for the throne, although her comments indicate that in principle there would be nothing stopping her from doing so.

In the view of Commander Stateira Eleshenar, Zemina Torval is a leader that must always be kept under watch. Her strongly traditionalist position forms the core of her powerbase, and raises serious moral questions about supporting her, but her willingness to be flexible on matters that suit her, and her long experience at politics in the Empire, make her extremely dangerous. Zemina Torval is the dark horse in the race of Imperial succession. Commanders backing her may well find they supported the winning candidate, but whether or not they made the right choice, ethically and for the future of the Empire and Humanity as a whole, is more questionable.

Prime Minister Edmund Mahon (Alliance)

The Federation condemns the Empire for its barbaric practices yet ignores the slave wage culture inside its own borders.”

The third wheel between the two superpowers of the Empire and the Federation, the Alliance may be considered the quiet island of tranquillity in inhabited space, but this is a surface illusion. Closer to a co-operative than the Federation, and more democratic, the Alliance is noisier as far as compromise and debate goes, but a lack of commercialism and corporatism on the Federal scale has resulted in a more equal society overall, and government based, for the most part, on reason and acceptance of many varying viewpoints. The Alliance is not as wealthy or militarily strong as the Federation or Empire, although brisk trade is increasing its prosperity year on year and future projections are looking positive for the Alliance’s financial future. With a strong diplomatic branch, the Alliance is well positioned to negotiate between Empire and Federation alike, as well as independents, calming down potentially devastating conflict situations and ensuring Humanity’s continued flourishing. Of all the powers, the Alliance may be best situated to create Humanity’s bright future, as well as pursuing a peaceful solution with the Thargoids if and when they are encountered again. That said, the Alliance takes a firm stance on matters it condemns, and if threatened will fight if necessary. Slavery is widely condemned amongst the populace of the Alliance, with a vast majority supporting an anti-slavery position, levels unheard of in both the Empire and the Federation. However, slavery is still a problem even on the fringes of Alliance space. Prime Minister Edmund Mahon is openly opposed to the slave trade, and critical of both the Empire and the Federation, although it seems unlikely that he would ever take the Alliance to war with either. Mahon has himself been criticised for his bland personality and lack of charisma, which some have said makes him a forgettable and possibly weak leader, stacking up against the other powers.

In the view of Commander Stateira Eleshenar, whilst the person of Edmund Mahon himself has little to recommend him outside of his decent principles, the Alliance as a whole are strongly positioned as a bright hope for Humanity’s future. Their ethics and methods are fair and reasoned, diversity, liberalism, and moderation are championed, and extreme positions and barbaric practices are condemned. However, when considering the Alliance, one must take into account the long-term view. The Alliance is not best positioned to yield results in the short-term, as it lacks the necessary wealth and power to unite Humanity. However, long-term it is ideally placed to create a Human society we can be proud of, but first it must survive long enough to achieve this vision.

Senator Denton Patreus (Empire)

Never was anything great achieved without risk.”

Honour and honesty are vital attributes in our modern society.”

The succession should not be about family bloodlines, but about who would be best for the future Empire.”

The Imperial Navy provides the ultimate societal safety net, something the Federal government should take note of.”

Denton Patreus is in receipt of a disproportionate amount of disapproval from both commentators both without the Empire, and those within the Empire, but even so still commands a significant portion of support that places him in a strong position in the race for the Imperial throne. An ambiguous and divisive figure as evidenced by the strong-worded debates that rage around this man, the Senator’s detractors paint a picture of a man who is a loan shark and a warmonger. In fact, the Senator’s vast wealth and investments in countless organisations and businesses across the Empire suggest the opposite: debts collected on are in actuality a tiny percentage of the Senator’s overall successful and profitable investments. Whether Denton Patreus deliberately makes loans to independent systems with the intention to make a loss and collect on that debt is unknown. Without doubt, the Senator is intelligent enough to calculate that by this method he might extend his influence and control, and if true it is interesting to consider that this is his method of choice. With a vast private fleet that affords him considerable power, it says something significant that financial methods are used instead, with the muscle reserved for back up resort. By attempting financial takeover, a specific purpose is hinted at: namely, the deliberate intention to preserve infrastructure and keep the loss of life to a minimum. This must surely be an important part of some over-arching strategy. It is curious to note that, if indeed loan shark the Senator is, why so many independent systems are so eager to accept such loans. At any rate this is considered legal and acceptable business practice across Empire, Federation, and Alliance. Denton Patreus has remained quiet on the subject of Imperial slavery thus far, implicitly supporting it through joint action with Zemina Torval, but also implicitly condemning it through his continued relationship with Aisling Duval, whose anti-slavery efforts are well-known. It is my suspicion that the Senator studiously avoids offering personal opinion on the matter, and takes the perhaps wise position that this is a debate too big for any one individual to impose their opinion; rather, it is a matter for the citizenry to decide, if the Empire is ever to come to a peaceful decision on this issue. The Senator has openly come out in favour of abolishing bloodline inheritance in favour of meritocratic succession, a wise principle as the Empire’s great strength is the effectiveness of its autocracy: an effectiveness that is hampered when bloodline succession results in incompetent leaders. A meritocratic succession however promises a much brighter future for the Empire, with selection based on intelligence, competence, and admirable qualities, the Empire has the potential to be Humanity’s leading light.

Overall his personal comments and appearances lead Commander Stateira Eleshenar to the conclusion that Denton Patreus is a man who is a consummate politician, with all public statements and appearances as carefully chosen as his impeccably turned out attire, adept at playing the political game and playing the right moves at the right time, a strategic mind with a long view plan that he has been carrying out for quite some time (as evidenced by key positioning, earlier investments, and the accumulation of a vast personal fleet), probably born into wealth but which he has increased astronomically and gained his Senatorial seat by personal effort and motivation. He is clearly driven by a personal ambition that motivates him, and is bold enough to risk reaching for it. However, he makes every risk based on intelligent calculations, and this is in large part responsible for his astronomical success to date. This is a man who wants to be Emperor, but is too smart to say so. He would sooner icily accuse you of morbid impropriety in speculating about the Emperor's death, because he knows that such a public admission of such ambitions would cause public outrage. Blunt behind the scenes, but smooth in the public eye, he knows exactly what to say and when to say it. This is a dangerous man. Also, an extremely intelligent man. Sharp, calculating, charismatic, Denton Patreus is a man who knows what is in people’s hearts and knows how to play that to his advantage. As to whether or not he is an evil man, that is for every commander to decide for themselves. However, he shows no signs of sociopathy, irrationality, hatred – and it is not in his interests to be tyrannical and spark a rebellion, for this is a man who wishes above all things to succeed as Emperor, and means full well not to fail at it. Certainly a contender worth taking seriously. Consequences should be carefully weighed when deciding whom to pledge to. This is a man with a vision for Humanity’s future… but what vision is unknown to all but a very few.

Princess Aisling Duval (Empire)

I hate narcotics and think they should be made illegal. My mother died from them before I was old enough to remember her.”

Aisling Duval, granddaughter of the Emperor, would seem to be the outside contender for the Imperial throne, but recently she has been gaining in support and positioned herself in the race. At first appearing to be little more than a naïve and spoilt celebrity socialite, the Princess may be more than what she seems. Lacking a political career in government behind her due to her youth and position in the direct line of succession, Aisling has entered this succession crisis with seemingly few cards to play, beyond her bloodline connection to the throne. She lacks political or military power, and whilst her wealth is considerable she has no personal experience with how to invest or use it. Her appearances on fluff programmes in the Empire, and seemingly naïve comments which appear to reduce the political complexities of the Empire to a grossly simplified falling out, have appeared to paint her as lacking the necessary intelligence, competence, and experience required of a future leader of trillions of beings. However, it may be that the Princess is cleverer than she seems. Lacking any solid power, her social appearances may be carefully calculated to win the competition by use of overwhelming public popularity. Aisling regularly makes appearances in the public spotlight, keeping her visible to the citizenry, and at community and charity projects. These good works create goodwill around the Princess and create a different picture of Aisling as a caring benefactress, the sort of altruistic, young, and attractive figure that the mass public finds it hard to actively dislike or denounce. Most prominently, she has been vocal about her opposition to narcotics and the slave trade. It is unclear however if her position on these issues is sincere, and if she truly understands the ethical principles involved, or if she has simply taken this stance due to the recent trendy growth of the anti-slavery movement in the Empire and in order to have a distinguishing feature that sets her apart from her rivals. Perhaps appealingly, the Princess’ social methods would seem to aim to reform the Empire peaceably – and may indicate future peaceful dealings with the Federation, Alliance, and in the instance of non-Human encounters.

In Commander Stateira Eleshenar’s view, with regards to the Princess, everything hinges on whether she is as naïve as she seems on the surface, subject to the whims of trends and fashion, or if she is in fact playing a surprisingly clever game and concealing her true intelligence. Her cause is likely to appeal strongly to altruists, but caution is required when considering pledging allegiance, as a shallow leader could potentially be disastrous for the Empire.

CEO Li Yong-Rui (Independent – Sirius Gov)

With enough data we can predict almost anything.”

Very little is known about Li Yong-Rui, as such he is to be considered an unknown element, and dangerous. The independent Sirius star system, closed to outsiders, is however known to be the home of the trading consortium, the Sirius Corporation, of which Li Yong-Rui sits at its head. Energy is cheap, and the Corporation is well known for its production of custom elements. The Corporation is thought to rely on an extensive high tech computer network that gathers trade data from throughout the galaxy, in order to make business decisions and predict changes in the market. What this means in real terms for the leadership of Li-Yong-Rui is unclear. Some say that reliance on computer predictions to drive business decisions does not account for the necessary Human element of compassion and inspiring vision that are necessary in order to keep business ethical and a positive contribution to Human society. Others doubt the ability of the Corporation’s machines to make better business decisions than the likes of experienced Human investors, such as the wealthy Zemina Torval and Denton Patreus, who can account for Human emotion and unpredictability and use charisma and personality to boost business. Some however believe that the predictions of the machines are infallible, more accurate, and that the Sirius Corporation is on the rise as the future of how Humanity will do business.

In the view of Commander Stateira Eleshenar, pledging to Li Yong-Rui may be an appealing prospect for those who ply the trade lanes, particularly those who wish to remain independent of the three major states of the Federation, Empire, and Alliance. However, Li Yong-Rui’s ethics, agenda, and ultimate goals are unknown, and as such a pledge to him is a risk.

Archon Delaine (Independent – Kumo Crew)

A person only has the rights they can hold on to.”

Those who fall into this way of the life have either chosen it – which should provide a warning as to the character and methods of those who freely take up the life – or have been cast off by society and forced into it – which should reveal something significant about the corruption in Human societies that even today good men and women are forced into this life of piracy. For certain elements, it may be possible to find a peaceful solution. The inevitability is that the lifespan of the Kumo Crew, as an independent group, is short, since their piracy will not be tolerated by Humanity as a whole, and the big Powers will not tolerate such flagrant defiance of authority. For others however, who are determined to find no peace with their former comrades, a bloody conflict ahead can be expected. Of Archon Delaine himself, very little is known, except the infamous tale that he took control of the Kumo Crew by beating the previous leader to death during a clan moot at the tender age of 15. Delaine keeps the Crew in line through fear and strength. It is no wonder that the Crew’s policy is that each member only has the rights they are strong enough to hold on to. But this is not a sustainable, long-term ethos, making no provision for the Crew to sustain and perpetuate itself, nor allowing the Crew to offer care and consideration to others. Ultimately the Crew is a dead end. Archon Delaine may expect no other end than to be cast down by a stronger rival, or killed in battle against one of the many Powers they predate. Within the Crew infighting is common, and back-stabbing, treachery, and bloody murder are frequent. It seems unlikely that the Crew can unite long enough to resist whichever Power eliminates it first. The actions and methods of these pirates are morally reprehensible; murder, theft, and chaos spread amongst civilian ships across their sphere of operations.

In the view of Commander Stateira Eleshenar, the only commanders who choose this life are those who sociopathy makes them undesirable in civilised society, or those forced into it having been subjected to the depredations of corruption amongst so-called civilised Powers. The Powers should work to eliminate corruption with their sphere of influence, and any commanders considering pledging to the Kumo Crew should consider very carefully the future, or lack of it, that this way of life has to offer them.

Pranav Antal (Independent – Utopia movement)

Utopia is a consensus of values and innovation.”

Very little is known about Pranav Antal, a man who has risen to become leader of the Utopia movement. The Utopia movement is thought to be Antal’s personal brainchild, a movement that grew in force and gained in influence due to his charismatic personal leadership. On the face of it, the Utopia movement is very appealing, particularly to the sort of liberal commanders who might otherwise favour Felicia Winters or Edmund Mahon. The Movement’s aim is to rebuild Human society along idealised lines, with the elimination of crime and the stamping out of narcotic substances and slavery. However, all may not be as it seems here. Antal has made it clear that slavery and narcotics will be declared illegal. However, will the practical reality match up to the theory? Such trades could well merely be driven underground, creating a thriving black market with even worse abuses than now currently exist. In addition, the Utopia movement intends to make all medicines, bar basic and agricultural, illegal. Some scientists have expressed dubiousness at this plan, saying that setting back medical research will not avail Humanity, and some have suggested that denying people the right to use progenitor cells to reverse the aging process and extend the lifespan is downright unethical. Others however point out that progenitor cells are often more frequently used amongst the rich than the poor, creating a society of inequality where healthy, long-lived rich outlast and outcompete shorter-lived, less healthy poor. This is a debate each commander must resolve for themselves. The Utopia movement gains a sinister, cult-like tone however when reading the reports of former insider sources, who say that Antal’s rule is uncompromising and he is resistant to any change or challenging of his ideas or authority. The insistence of the Utopia movement that things must be done their way, and their way alone, is worrying. The movement reveals itself to be extremely intolerant of that which they disapprove of.

It is the urging of Commander Stateira Eleshenar that commanders not be taken in by the appealing but impractical vision presented by the Utopia movement, and a warning is duly issued that this group is under suspicion of being a cult organisation whose ethics and morals are to be considered highly questionable.

With the humanitarian aid, there are a few ways to look at it. I noticed it was after that goal was completed and not Aisling's food one that the (democratic!) People's Quivira for Equality became Empire aligned - in effect the 'clothing' relief was to get the refugees/indigenous Quiviran people back on their feet and an actual player still, rather than letting them be taken over by an existing, external minor faction.

;) Sure, it's true I'm a moderate and a liberal. I've spent my whole life studying the sum total of Human experience thus far, and what it may teach us about the best way to live in the present and what sort of future we may forge. Less a historian, more a philosopher. And the key stuff I've learned? Well, for one, lack of intelligence is the single biggest cause of Human acts of stupidity. So the ability to reason, to be perceptive, to make insights, is pretty damn crucial - especially in a leader. Another thing is that extreme positions rarely go anywhere good. Humans are pretty contradictory and complex. Agreeing on anything is a near impossibility. But extreme positions have led to intolerance, hatred, divisiveness, intractability. Contrastingly, adaptability and flexibility are what our species needs to survive and flourish, and it is in our own best interests to be tolerant, to be open-minded - ultimately to unify, if that's possible, to create a stronger whole. The meaning of "humanity" is vast. Those who do terrible things we deem "monstrous", we deem "inhuman"... but perhaps we just don't want to face up to the fact that to be Human means we have the capacity for sickening depravity as well as moving nobility. So, in addition to a leader who is intelligent, and adaptable, I am also looking for a leader who explores and understands what it means to be Human, someone who recognises that at the core of that dynamic is our struggle to improve what it means to be Human, and who, in themselves, tries to improve themselves towards our better qualities. Of course every person can only do what they can as an individual, but such a leader may inspire and advise others to also look to themselves and do the same. A leader like that could, potentially, inspire incredible devotion and admiration, making unification by mass popularity at least an increased possibility.

(OOC) I will say I have more sympathy for the pirate faction than it may seem in the above report. Probably because I've been watching a certain something - and in that world, some have been driven into it by a deeply unfair, morally corrupt "society" that screwed them over and cast them off. ( :D Though many are still just in it for the jollies). But I have sympathy with that, and you know that the Federation, Empire, and Alliance most likely do have corruption on varying scales - which is a problem that needs to be taken seriously. However, I doubt the long-term sustainability of the pirate faction's rule.... and if it does manage to go long term - wow, woe betide a lot of people under Archon Delaine's brutality.

It should be a highly recommended read for every commander of the pilot federation.
