[Idea] Bounty Hunting License

So I had this random thought, while on a long 200,000ls trip!

TL: DR
Be able to buy a temporary bounty hunting license, which allows you to legally claim bounties outside of their jurisdiction, providing you KWS scan your target first.

Thoughts?


Long version:
Bounty Hunting License
You can purchase a temporary Bounty Hunting License, from your nearest High Security system.
These allow you to legally attack and kill Wanted ships outside of the jurisdiction, up to 100ly(?), providing you scan your target with a KWS first.
They last roughly one week(?), and you must have good standing (friendly+) with the faction that's selling them.
To be eligible for a Bounty Hunting License, you must have zero bounties on you within its area of influence (same as the range of the license. Fines are ok).
Gaining a bounty while the license is active will void it immediately, losing any unclaimed vouchers. (Bit harsh, maybe a 3 strike policy? 1st and 2nd are warnings from your license issuer, 3rd is cancellation)
You must clear your bounty in order to rebuy the license.

All bounties awarded using the Bounty Hunting License must be claimed at the issuing station.
You can cancel the license at any time using the status panel, but all unclaimed vouchers will be lost.
You can check the status panel to see if you're still within the range of your licence at any time.
Stations which are hosting a CG have their licenses suspended until the end of the CG, to avoid any issues. If you own a license from a CG station, it will be disabled until the CG ends. (This is to prevent Bounty Hunting CGs being completed using any nearby system)

You can only have one Bounty Hunting License at a time. Buying a new one will replace the old one. However, buying a new from from the station where you already have one will simply extend the time for another week(?).

NPC Bounty Hunters would always have a license, so now they can legally attack you anywhere. Look out! No more death by suicide!

Being attacked by either an NPC or CMDR bounty hunter using a license will no longer gain them an assault bounty, but they do have to complete a KWS, and check you are in fact wanted within the licenses limits.
Killing a Wanted target in its native system without a KWS still adds it to your licensed bounty vouchers.

The cost, duration and range can be debated.
Tiers could be added to allow for bigger ranges, at increased costs.

Pros:
• Allows you to legally hunt targets outside of your system.
• Gives you a single place to cash them all in.
• Running around with various bounties on your head becomes more dangerous(currently it's not).
• Fixes the silly NPC Bounty Hunter becoming wanted issues.
• Allows you to buy a license from your station you normally run missions from, and then cash in all those little bits of bounties in one place.
• Very tidy transaction tab.

Cons:
• You don't gain any rep with other factions for bounty hunting in their territory.
• You need to track your own bounties more.(might need a better system)
• PvP bounty hunters may kill you on sight, because you didn't check your local bounties.
• Could trigger forum rage. :p
