Just in case you want to bring a target ship to a full stop, whether that be to scare them a bit, to make it easier for you to steal their cargo or whatever wicked way you'd want to have with them, I suggest a new type of limpet, the Dampener limpet.
Essentially this slows down an enemy ship, much like a reverse tug-boat, pulling in the opposite direction of whichever direction they're trying to fly. These wouldn't stop any ship on their own, however - for them to work to their fullest extent, they would require the target's drives to be rendered inoperable, meaning you'd have to kill the target's drives.
This would solve an issue that pirates face, where attacking any cargo ship is a pain, as there's no way to stop them - so either they will try to fight to their death regardless of their chances of winning (haulers trying to shoot battle-ready Anacondas), or try to escape. In either scenario, you either take needless damage, and/or have the cargo you want strewn over several kilometers making collection difficult, and you often cannot steal anywhere near the full load of any ship, especially the large ones, like Type 7s and Type 9s.
One issue could be that of PvP balance - speed is very necessary for the survival of many ship-builds, and one limpet getting past point-defense shouldn't mean a crippling disadvantage for the pilots that fly them. However, if this limpet is going to be successful in slowing and stopping ships tumbling through space as several hundred meters per second, it's going to have to travel fast enough to catch them, likely as fast as the hatch breaker limpet at 500 m/s. Perhaps, if the target has a dampening limpet attached to their ship, boosting would remove it?
