Ideal number of vendors per shop

Hi!

How many vendors per shop do you have usually have?
Right now my guys are running a little ragged by not being able to take a break; how would I go about helping them out?
2 vendors per shop (which means a lot of works not doing anything), or 1 additional vendor per two shops?
Any ideas?

I normally use 3 vendors per 2 shops and so on and make sure there's a staff room right around the corner, works pretty much perfectly so far
