Hi, I'm a bit confused are you trading or doing combat?
If combat you want to get some hull packages and drop some cargo.
If trading drop the weapons, get A grade thrusters and focus on running, maybe keep a pulse laser or two for that sidewinder that interdicts you but for the most part your action should be get out and dodge.
In general I'd advise against the plasma accelerator, takes a lot of skill to get hits and you only have D grade thrusters I'd go for a C4 multi-cannon. Fit a 2nd chaff if you want to have chaff all the time since you can fire #2 whilst #1 is reloading and vice versa.
Avoid torpedoes, loosing a hardpoint, even a small for a one time attack isn't a great trade-off even if you are a trader, also you have lock time which again isn't great for an Anaconda.
Fit turrets, that Anaconda even with A thrusters will struggle against vultures, eagles and other tiny fast ships.
Fit point defence or two, missiles are truly spectacular against unshielded ships now.
Otherwise I'd need more specific info on how its not working, I know some people could make that build work but some people are also very skilled and can make any build work
