First off, this is NOT a request for functional weather, I'm already aware they've said we will not get weather and I'm fine with that. 
I was thinking about the Camera Effects, and thought perhaps something like a rain overlay might be done in a similar manner to how the Film Grain effect works - just appearing as a sort of vertical or slightly diagonal static right in front of the camera.
More of a pie in the sky idea, but another really great overlay would be the ability to show fog as an effect, with a slider for visibility distance. This would make jungles and creepy scenes much more intense!
And if they were camera effects, they would also be triggerable on rides. The possibilities!
