Ideas to improve power play

I will start off by saying I love PP , so my opinion on it is going to be rose tinted ;p

I think the main issue with PP is it only seems to involve ;

1)Messing up your enemies in there land
2)Fortifying your territory by trading contracts or other such activity
3)Preparing systems for expansion.

know this is good but what would be nice is this as an enhancement.
Missions that are the standard base ones but ; as a bonus for your faction you get PP points as a reward.

examples :
1)
Mission to deliver food to ILV-69 and said faction is one that your empire wants to expand to , the resault of this mission is say 5PP points , less than if you did the other activity but you get payed for this
2)
A sector is having some pirate issue so you do a pirate hunt , after doing so you gain your reward plus powerplay points and the system gets the benefit of your faction (say its an expansion area it gets an added fortification)

Also I belive more sandbox elements would be nice.
for instance : if you shoot down a enemy in your systems it should count as a fortification and you gain a powerplay point.

I've not tried pledging yet but I would expect these were part of it. Good ideas. Maybe I'll wait a while until it all plays fully so I don't get put off by any criticism in my experiences.
