Couple more of my own:

One HCL
You only need one HCL when starting out. On Muerta for example, just delete the second HCL - it'll give you a little extra cash.
Use a "passage-way" layout to maximise the use of your single HCL, instead of building one HCL per enclosure:
Red lines = Gates.

Whilst your dinosaur growth is much slower, you save on the cost of an HCL per enclosure ($400k).


Delete everything
Starting a new island, delete everything on it. Deleting all the buildings will give you an influx of starting cash and let you start with a clean slate. This ties into the next suggestion.
Optionally, clear out all the trees and water sources.


Build only what you need
You don't need the research or fossil center from the get go. Not building them saves you money, or deleting them (as above) gives you some extra cash.


Deactivate!
If you have a building that you aren't using, but want to keep for the time-being, deactivate it to save that precious power.


Upgrades ( yeah, you did cover this )
On power stations, I use 1 outage prevention, and the other upgrade slots for the performance increase to get more power out.
Last thing you want is your power going down.. we all know what happens when the power goes out.

Wow - I haven't built that many paddocks on any island yet, nice packing :) I was initially thinking of doing something similar to save money, but haven't needed to yet, and not sure I'd want to do that much dino management, but it's good to have variety in gameplay [up]

HCL* :D

It can be done on Mata, Muerta you'll need to think about how you're going to do it given the limited space, haven't played the others yet... but it's likely the same: based on available space and desired layout.
