If I am WANTED(assume ZERO Notoriety)...

1)...and the NPC(or CMDR) hunting me (and fires at me first, after scanning me for my status) is clean, I cannot defend myself because I would get even more bounty on my head?
2)...and the NPC(or CMDR) hunting me (and fires at me first, after scanning me for my status) is wanted , I can defend myself ? or I have to KWS him first ? or neither?
3)...can my landed empty ship be scanned by NPCs and attacked ?
4)...can I go and land(will I get permission?) at the outpost that the faction who wants me is the controlling faction(but has Interstellar Factors) ? I ask as the C&P article states :
"• Bounties prevent access to all services except missions in progress, Interstellar Factors and black markets."
and because I have been refused landing permission in the past when a faction wasn't too happy with me.
5)...or CLEAN, why does killing WANTED Skimmers give me a bounty on my head ?

Easy Peasy. With your Notoriety at zero, go to an IF contact and pay your fine/bounty off. IF Contacts can be found in Low Security systems, and any Station controlled by an Anarchy faction.
 
1) Yes, since you are not legally allowed to shoot targets that are not wanted (or lawless).
2) Yes, since you are legally allowed to shoot targets that are wanted (or lawless).

4) Yes, but if you are scanned by security in the process, you will be super dead.
5) Because wait that one actually sounds like a bug.

(All of those minus the potential bug are the same as before 3.0.)

Thanks for trying to help,but I do know about IF and have used it 3 or 4 times :)
The point of my post was answers to my questions,but for the sake of clarity lets leave the IF clean up option out of it ;)

3) Yes (this is based on assumption that ship carries bounty not you)
4) Dunno go and try it, although if you are scanned or detected as wanted then station guns will be used on you. In my opinion if you are stupid enough to try it you are stuipid enough to get blown up ;-)
5) Dunno, maybe a bug, check your player log if on PC as to why you got a bounty, or raise a bug in the support section?

Cheers , I did think 5 was a bug,and regards to 3,will do so next time I am in a position to do so but was hoping someone would have been in that position already.

Haven't been wanted and landed on a planet, so its more 3)To the experiment!

In theory, if ship carries the wanted status, landing and dismissing should make your SRV look clean? Or is it like a SLF where it should be wanted as its a "module", but as you can't target SRV's from ships (only NPC's can at the mo.) then you should be golden!

Ok, definitive answers after experimenting just now :

1) YES, I got even more bounty trying to defend myself :D
2) Not came across this example but guessing,like all of you, YES
3) YES YES YES, just happened :( By the time I got in to my Ship from my SRV,I had no shields !!! (got away with 72% hull)
4) YES, Had access to both types of missions and IF(as per the C&P document) but nothing else until I paid my fine; With one exception, "RESTOCK ALL" was still red after getting clean. Maybe they're still worried about me? :D
5) This I still don't know,might be a bug that I came across.
