Hmmm let's see, FD's move eh. My guess, you will continue to get bounties so that AI bounty hunters get on your tail. Players start putting you on ignore so your barrel of fish gets smaller and smaller. Eventually you will be wanted at every station you visit so more AI (stations and police) get on your case... doesn't seem to be solving your 'meaningful PvP' problem does it?

Then go to one of the combat zones. Eranin 2 has a couple (Federal Distress and a high intensity one) there are usually players on both sides at those and you can legally have a go at them (providing you are on different sides).
