If you use the button - only one is triggered.
If you use a fire-group slot - only that one is triggered.

Rinzler is currently running 3x Chaff on his ship.
Why carry two, then? Is it just for working a RES or CZ?
You know, that's exactly what he told me when I asked about it. He said he's always the subject of the focus fire when in wing combat, so the 3x chaff really helps. Also, he likes winging with Harry because then it's a toss-up who gets focused.

For the complete experience, make sure you put the chaff launchers on the cardboard shape of a T9 trader, with little speech bubbles showing the piloting CMDR's indignation at being attacked

I do like watching chaff display; when you fly backwards.
If you are using increased ammo chaff launchers, you need three to guarantee there is no window in which you cannot have the protection of chaff.
I've been moving in the opposite direction. As someone who also got used to being the target of focus fire, most of my FDL setups prior to Engineers ran dual or triple chaff, but with current TTKs and the prevalence of plasma, rails, and long range fixed lasers, I'm back down to one on my small/medium ships.
I bring missiles for when ships pop too many chaffs.
Not only do they sort the chaffs out, they usually sort the rest of the ship out too.
Unless the ship has an ECM too. Then I just ram them.
