Seriously otherwise fights will last like 1 minute with players, with who can do most damage at first. Big ships don't have maneuverability like fighter ships do and they rely on shields.
I think the best way to change shield cells is to make another part of the shield, the shield cells should "overcharge" the shield and shouldn't be as strong. There should be only be a specific amount of shield cells (around 5) that can be deployed, and they should have a recharge bar that fills faster based on power to systems.
Lastly shields should get a slight buff so that shield cells aren't completely mandatory for ships, just a slight advantage. This should also fix the utter and complete destruction of npc shields in a few hits problem.
