as you can see from the topic you might wanna read and try the method I wanna tell you if you keep doing naval mission to get a higher rank but you stay in the rank you currently are . Even after doing the naval missions 4 or 5 times
so I understand that this bug has frustrated a lot of the commanders who wanna get their lovely imperial clipper like me but as I said are stock in the naval missions
what I'm about to tell you could not work but you might wanna try it .analyzing this bug I realized that there might be some sort of pattern with this problem
Here's why : when I was trying to rank up and this problem occurred I was outside of the power territory I supported ( senator petreus is the power I support ) and I thought that maybe this bug happens when you are outside of your powers territory ... So I packed my stuff and jumped to senators controlled space and searched the ports until I found a naval ascension mission and accepted it and finished it with success
After that I returned and pressed finish and guess what ? My rank went from outsider to serf !
You might wanna try this as well if you have problems ranking up ! Go to your powers controlled space and try to do a rank mission and see what happens
Again I won't promise that this solution works against this bug but you might wanna try it
I hope this will fix your problems and you can get that baron rank to get your lovely clipper
