Illegal data consequences?

So while kicking around empty settlements in settlement restart missions, I often find data ports with lots of "illegal to download" data. If there's nobody to scan you, is there any consequence to downloading this data? Will alarms go off? If they go off, will there be any consequences? Or am I missing out on a lot of nice free loot by leaving it?

If the settlement is abandoned/inactive, no consequence. Try the same thing at an active settlement and avoid getting scanned or things willk go south quickly.

The alarms will go off if you don't deactivate them but as there's no one around there's no consequences beyond the annoyance.
Sometimes they still go off after I deactivate them but that's somewhat irrelevant if annoying. 🙄

One thing to get the blood pumping, is to find a couple of active tourist sites with the bar. Data ports can be found in three places; in between the two access corridors or on the wall just to the side. You can just about stand in the corridor and access the data port to start the download. If you time it right, no one will be near. As soon as the down load starts, rush out of the bar and jump onto the roof. The download is likely to temporarily suspend until you find that spot on the roof above the data port. Once complete, walk away out of the settlement to your ship/SRV, whilst whistling a jaunty tune.

"Illegal data" means:
- When you start downloading it, the alarm will sound. Enemies will come to the area and investigate. If they see you while you're downloading the data, even if you're not close to the terminal, they'll go hostile.
So, if the settlement's abandoned, download & loot to your heart's content! :)

They can't scan data, they have to see you performing the download or catch you in the room with the alarms.
I was gonna say that i didn't know if they could detect that "illegal" data when scanning you. Thanks for the info!
...but they can detect the "Virus" data from missions 🤔

Land, drive out in the SRV, dismiss ship, power up, de-activate the alarms and then start looting..

I guess that's convenient. At large bases I kinda like the doors all being disabled because it helps me fully clear out an area before moving on to the next. I know which way I've come and which areas I still need to do because of the doors that are still locked.

Last time I landed on the pad at a depowered base (who was that on the intercom I wonder?) - I came out quite a while after powering up and there were about 10 people all shooting my ship 😅
Luckily it was my Corvette with tons of shields and armour so they barely nicked the paint - I just walked on by and took off!

It's too convenient having the doors powered. You can just overcharge the front doors of a building you've checked. It's easier.

Pay attention to the audible queues (engine noise) and the radar. Always park you ship well away from a settlement, and your SRV close but as hidden as you can get it. Always expect up to 2 waves of scavs, although one may be present on the ground when you arrive.

In other words, powering up base anti-ship/personnel guns doesn't help there?

and i think illegal stuff (including data downloads) cannot be brought onboard SRVs for some unknown reason. i give up with this game. so many damn conditions.
